34 Mapuches from the Pablo Quintriqueo Huenuman Community detained


USING THE STATE OF EXCEPTION TO DEAL WITH THE MAPUCHE QUESTION.

We hereby inform that on Sunday 22aug99, at about 13:00 h., an unlawful entry took place on the part of the Carabineros (Carabineers) in the "Mapuche Community" Pablo Quintriqueo Huenuman, in the sector of Cuyinco, Commune of the Alamos, Province of Arauco, VIII Department. A total of 34 persons -9 women and 25 men- were detained as a consequence of the said unlawful entry.

These detentions, unlawful entries and general repression against the Mapuche communities, organizations, and leadership are taking place in the context of the implementation of the State Interior Security Law against the Mapuche Peoples due to conflicts between Mapuche communities and transnational forest companies. Taking into account these 34 persons, around 400 Mapuches -including children, aged persons, adults, men and women- have been subjected to prison or held in detention centers since the begining of 1999, clearly surpassing the number of 285 persons corresponding to 1998.

These developments show that as conflict worsens detentions will increase, because the mobilization for the recovery of the lands is an irreversible process; the "one million and five hundred thousand Mapuches" will never give up their condition as a people and wish to develop themselves as such, with the 300,000 (three hundred thousand) land hectares they count with today it is impossible to achieve development while keeping one's own identity, much less to get out of the extreme poverty in which we find ourselves: originally the Mapuche Territory, in 1536, was composed of 31 million hectares.

The Community Pablo Quintriqueo Huenuman conflict dates back to 18 years, 18 years during which its inhabitants and heirs have continuously tried to recover at least a part of what originally belonged to them, the area today in conflict with the forest company Bosque Arauco;we are talking about 1,650 hectares out from a total amount of 12,000 that originally belonged to the community; this company counts with New Zealand capitals.

In 1998, both the Appeal Court of Concepcion and the Supreme Court, the country's highest court, ruled in favor of the Pablo Quintriqueo Community; however, negotiations undertaken by the Bosque Arauco Forest Company led to the revocation of the said ruling; up to date, the conflict continues and it will continue for certain until the lands in conflict are recovered.
